A problem with UK seller (long dull story)

It's kinda a long problem and i almost gave up. Looks like i need to find where the hell is this guy and who he is..
I purchased a Heroes of Might and Magic Complete Collection for PC about half year ago from this person:

It costed me about 100$.
I never recieved the item.

after a month i got this:

Oh dear, I am sorry you havenít received it yet. Im surprised as it was ages
ok. Unfortunately I am away on work and am currently on a train on the way
to Scotland for the next week. I will get back to you with the information
as soon as I return if that is ok with you Ė I do have postal tracking
numbers for the UK to point of exit, I just donít have them to hand!

Apologies again and I promise to get back to you as soon as I return next
weekend.

Sorry for the delay - I have been away on business again, and in 2 weeks am
due for surgery as I have a tumour on my face.

The good news is that the parcel has been returned - its in Poole awaiting
collection.I will arrange for this to be picked up Monday. I will then start
the process again and send it out to you.

In the meantime, I havenít yet given you a small partial refund as I donít
know how to - do you know how to do this ? If so, I can do it, but it wont
be done until Thursday as I am going for scans etc on Tuesday and Wednesday
- Monday is already looking rather hectic for me!

Ok - hope thats all satisfactory -and sorry again its taking so long,
nothing more annoying when you have to wait for things to arrive. Hopefully
this time it will all go smoothly!

about two months since purchase

"Hi Mate

Well, by now I expect you must be furious ! Thank you for your patience. I
went into hospital for some pre-admission checks prior to my operation next
week and ended up staying in for 3 days! Just got around to looking at
email, though I have to say whilst laying there I thought about you and
thought "OH MY DAYS! HURRY UP!"

Any how - it is now wrapped and either today (its POURING with rain and I
donít drive) or if all else fails MONDAY it will be sent out. Once back, I
will give you the numbers.

I have decided to give you a 15.00 refund now as it is such a long wait, and
you have been very patient. I will arrange to do this at the same time I
dispatch it. It is very well packed and all clearly marked this time (it was
last time really) so I am very hopeful you will receive it soon.

Just wanted to say thank you for the patience here. Its a bit of a tough
time with the operation looming and so sudden - forgive me if I donít reply
next week from Wednesday onwards as I am in hospital from then.

Im sorry for the LONG delay - had to go back into hospital as major surgery required orally and have not been online or doing anything admin wise for weeks. Out of hospital for 3 days now and just got your message.

Its still here by the looks of things - my partner was meant to have sent it for me but it appears he has not - I assumed he would have done hence the previous conversation. Top tip, never assume!

I will take it myself to the post office tomorrow and will now, as a gesture of good will refund 50% to your account.

Im sorry this transaction hasnt been smooth. It would appear that oral cancers are often not diagnosed correctly and it has been a nightmare, though this should not have impacted on you. Please accept my apologies and expect the 50% return by the end of the week.

Roflmao,sorry didnt mean to laugh at it but couldnt help.this guy is a real pro.

this happens to everyone once in a while though i havent received 2 returned games since 1 year now.i just marked it as writeoff. i hate people who keep you waiting,and then have the balls to tell you lies over and over again, believe me this guy will never send you anything, hes a @#$^$%^$%&@#%.

ive dealt with another guy like this although not on ebay,everyday he told me "tomorrow" for i dunno 2 month or so.
so in the end i just told him to fo in his face.

if you can claim it back from paypal please do.

oh btw i was wondering can ppl actually get tumour on their face?

what I do not understand:

you paid with paypal right???
After one month I had open up a claim on paypal, so that they gonna send you the money back.

This guy just wants to use the time against you...

Well and he did. I was too polite guy..untill now.
I thought the dude really had problems and was really ill.
But looks like people enjoy to improvise a lot and tell you all kind of fictional stories.

dude, after hundreds and hundreds of transaction, I understood the lesson.
no stuff AND no available online tracking number after one month > paypal complaint whatever bullshit the guy is telling me (or not) via email.
I ALWAYS ask and pay more if necessary for an online tracking number so I have no regrets acting this way now

Yes, him. He continues to say "don't worry it will get there" but I still don't see it. The deadline for filing a claim was here so I did it. I will close it when (if) it gets here.
